Case Study: Building a Payroll Control Tool for Prevailing Wage Processing
To streamline payroll, I created an Excel-based control tool to support prevailing wage processing. The solution involved multiple moving parts: project-specific prevailing wage rates, employee base rates, daily hours worked by project, Workday pay input preparation, payroll validation, and Certified Payroll reporting.
I built a workbook that housed each prevailing wage project code and corresponding rate on one worksheet, while another worksheet accepted time and attendance data by employee, date, hours worked, and project from a query I created. Using that structure, the workbook automatically generated the Workday EIB pay data file by date, applying the correct pay rate based on established logic: the prevailing wage rate unless the employee’s base hourly rate was higher. To support that logic, I also created a Workday report that supplied each employee’s applicable base rate and effective date, which fed the employee-rate portion of the workbook.
The tool also included a validation step using the Workday earnings register, allowing payroll results to be checked against expected hours and pay before final signoff. Once payroll was finalized, a separate worksheet in the same workbook automatically populated the Certified Payroll output. By designing the process this way, I reduced manual effort, improved consistency, and built controls into a complex payroll workflow that helped prevent errors for employee pay or compliance reporting.
